It's for when you want to look cool in black armor or power armor and you have that one glove ruining the feel of the outfit's glove.

why not just download the mod where your pipboy becomes a smart phone thing? it looks alittle nicer than the pipboy plus your entire arm is free so your armor doesnt look compressed around your hand.
